Other way round, palm in nails out is the FO gesture, palm out is the victory (or peace) gesture. Winnie was famous for his Victory gesture so I'd say that the picture's been doctored He actually switched half way through the war when he learned that it was considered a vulgar gesture by some. It's actually called the bowfinger as an insult ... legend has it goes back to the medieval times. The English bowmen were reknowned and deadly so deadly in fact the French got into the habit of cutting off their two fingers when captured. The English bowmen when facing the French would give them the bowfinger ... saying see I have them so you bastards now pay. Bowfinger was also a movie by Steve Martin with Eddie Murphy ... implying up yours Hollywood. So what was this thread topic about ... ? ps ... that signature gif is a little much ... sure going to fill up the forum pretty quick if you post a lot.

This is to help explain to the noobs on the ladder how to lookup the record of a ladder member. During the first few weeks of the CIV4 ladder the admins were being a little more lenient until people understand the reporting requirements. A lot of games were reported for you without assigning a penalty. That has ended. All players need to be aware of not only looking to see if someone is a ladder member, but whether they are penalized. Here is how to tell. The bomb means this player has non reports on file. This means you should use caution playing this player and be sure to take a screen shot of the game with this player showing and the winner in case you have to file a non report. If you see a negative sign in the Days Idle box with the number of days - this means this player is in the box for these days. This player is being penalized for prior non reports and is not eligible to play ladder games. If that player continues they will only increase their penalties until they are ultimately banned. This is why it is very important you check the status of ladder players prior to starting the game.

I've stopped accepting non reports filed on the same day as the match. You must email the person and politely remind them and after 24 hrs file the non report if they have not reported.

Oh one more thing ....
When I force the report I send an email TO the person who is at fault - the person who I have had to force the match against, and then I include on this by way of a COPY, the person who filed the report.
Please do not yell and SCREAM at me COPIED person that I am a moron because I have forced the match against you. That is not the case ! I COPIED you as a courtesy to let you know you were successful in your non report.
I have had a number of people who have freaked on me and I go wearsome.

There's a new (old) sherriff in town ... so for the benefit of the noobs here is how non reporting works and the process behind it.
Please prior to filing a non report send a reminder to the person to report. It is good etiquette to report immediately, but you must report within 24 hrs of the match.
If after 24 hrs from the match date, and after you have sent them a reminder to report, the player has still not reported, then now (and only now) file a non report against EACH player in the match that failed to report to you. Do not file a non report 10 minutes after the match.
In the non report please include:
1) Match date and approx time
2) Who else was playing 3) Any circumstances about the game that precipitated the non report. i.e. playabc didn't like his start so he quit after 2 turns saying $#%#@ this. I have reminded him but he told me #$#$ off.
4) Optional - a screen shot of your win.
Please do not send an email to an admin complaining about a non reporter. You MUST file a formal non report for each player in the game that failed to report.
If you back up your claim with a screen shot proving your win - all the better but not always required. You still though need to be prepared to support the claim in case the person accused contests the match.
In the event the person who is accused contests the match within 72 hrs you will be requested to provide proof. If after 72 hrs you have not provided proof the non report is disallowed and the issue is dead.
In the event they fail to contest or fail to report in 72 hrs the match will be forced with penalties assigned.
So as soon as you send the file non report the clock starts running. Please do not send another non report for the same event. If you do the original non report is invalidated and the clock starts running again. If you do have a question you are welcome to email the admin responsible for non reports but please I personally when on duty will take no action for 72 hrs after the non report is filed. That does not mean that the non reporter has 72 hrs to report a match. If that tendency is developing a penalty will be assigned.
A note about the non report. Please do not respond to me about the non report being bs ... contact the player. The non report admin duties email is only a conduit for the process. I have no idea what the content is when it is sent. I act only as the passthru. Please email the player direct if you want to argue this but be sure to make the admin aware you contest the match.

While our knights were on a shrubbery quest our distant cousins from the land of Placquefloss or something like that ... came and ransacked London and have squatted in our hovels. Initially we thought ok you can have our women ... but then a cry range out from the buggery twins ... not our sheep ! The rest of the knights agreed and are calling for revenge. You can't stop a rusting knight from his whooly mate.

There are trolls out on the internet searching for any keyword that may indicate subversive activity ... and terrorist will definitely be flagged. Just be careful out there that you don't get put on the no fly list.

The only problem with graphics mods is that they can't be used in MP unless you load them as a mod, this is to prevent cheating like a player creating a "graphics mod" that removes the fog of war etc. It is a nice effort though and very well done. CS Huh CS ? I have always played with the Snoopy mod in C3C - it doesn't constitute a cheat. It improves the game look and appearance. There is still fog of war. Why wouldn't the same apply to CIV4 ? Especially if it improves performance. Can we not evaluate a mod and ensure that it offers no unfair advantage and then sanction it as ok for MP play on the ladder ?

Modify your skin in the profile ... select C4P_Lowgraphics and its much better. Gets rid of all the fancy graphic actions.

I think the ladder is what it is ... a place where you will find people to play CIV in a MP setting better than most.
Life is too frequently unfair and some people are not nice but nothing will change that.

The current ladder play involved because it was a) Difficult to get games b) Difficult to play games to completion By creating a league of players that agreed to adhere to finishing games and reporting the results, it tries to organize the chaos. A ranking system was not the motivator. The ranking system itself is not perfect but it adds some structure where there was none. There is no cost involved to individuals. Cases is free - actually because we have so many members and premium members we get some preferred treatment by being placed on the upgraded servers (the plus service). I do not recall what threads have been removed but in reality we as admins cannot change the way the current system works ... it is just is outside our control. We can tweak some misc. settings but not anything that I think you are requesting. I think you would be better served if you can help us by suggesting how we can improve the ladder within its current constraints and not voice down your critique in this supercilious manner. If you don't like the ladder at all or the people that run it ... don't let the door hit you on the way out.

Players please use as the story board thread. Be creative and stay in character. Newspaper like bulletins discussing events, wars, battles can add an element of fun to a game that will develops in slow motion.
