In the early days of CIV Multiplayer the lobby was a sea of confusion. It was hard to distinquish between the people who really knew what they were doing and could host a successful game, versus those who couldn't.
Furthermore even if technically competent, some players and even hosts would quit the game prematurely if they didn't like their land or game situation - often 10 or 15 minutes into the game. Needless to say, this could be very unbalancing and ruin the competitiveness of the game for those remaining.
So that serious CIV players could improve their chances of having a fun, interesting, successful game - the "Ladder" was formed. The idea of a ranking system was appealing also, but a secondary consideration.
The first ladder CIV3PTW was formed more than 3 1/2 years ago. Its successor, CIV3Players is now more than 2 1/2 years old. CIV4Players is just a baby now, but give us time to grow.
Incidentally, four people WarningU2, Canuck Soldier, Friedrich Psitalon, and SirPartyMan can say they were Admins in all three of these ladders at one time or another.
