I find a fast way to learn is this...
i do my best to know what my opponents who is better than me is doing...or has done...
Knowing the what...in context to where and when gives me co-ordinates to reference the how this was done...maybe not perfectly accurately...but well enough to get basic ideas...
with the what, where, when and how lines in the equation i can reverse engineer the why behind the stratergy...which is the all important clue to improving your own knowledge base...
i don't mind getting raped...and in a lost position i might well just play out a game for pure intel gathering...an experiment as it were.
the more info i can get as to what my neighbors are doing...at what time in the game...and where it is being done...the more accurate my understanding of how it is done will be...
which gives me understanding as to "why is it so"...basic algebra really...but effective for any one that wants to pick up new games fast...or anything strategy wise for that matter.
with this formula...and a basic civ4 book...a little tinkering in world builder for testing...you can close the gap of experience very quickly...and become adaptable...and most importantly...learn to anticipate what your neighbor is up to with less intel than before each time.
in this way your losses and reports can lead to other kinds of victories. while i might have got raped and performed poorly...the next time i will be better and more likely to be prepared. there are many ways to win...even when you lose.
who, what, where, when, how and why...these six co-ordinates lead to true knowledge...in any field...no brainer i know...but the obvious is often overlooked
