I was hosting a game last night, and one player in the game pointed out that another had "This user has unreported matches on files against them" marked on their Ladder entry.
What does this mean?
Does it mean that a non-report has been filed and not yet dealt with, or that a non-report has been filed and the admins have ruled against the indicated player? And if the latter, is this the only "punishment" they get?
Are players entitled to refuse to play against someone with this indicator? I was certainly being asked to kick the player in question, which I was reluctant to do, as excluding anyone from games seems to me to be against the spirit of the rules and purpose of a Ladder. On the hand, this kind of indicator on someone's record is going to inevitably lead to players questioning them about it, and refusing to play against them.
Do the admins expect this indicator to make it harder for someone to find games? And if not, what's it for?
I've had another read through the rules and can't find a specific mention. I'd be grateful for any answers.

The indicator appears only when admins have forced a report against the player. That means he didnt report and he didnt (most likely) bother to respond to the non-report either. I would kick someone with a bomb off my games unless I know the guy and know he is not a non-reporter, and the indicator was a glitch, such as he was on vacation and forgot to report a game from before it... etc. Otherwise I assume the guy is a non-reporter and don't let him play.

Claudelu is right on Mark. As for punishment, there is also suspensions where a player cannot play ladder games. You can tell who is suspended if the have a negative "days idle" number. Let's say -12.3 days means they still have 12.3 days before they can play ladder games.
Usually: 1st offense 3 days in the box 2nd offense 7 days in the box 3rd offense 14 days in the box 4th offense 21 or 30 days in the box then 90 days then bye bye, ya had your chance.

Iwe mentioned this in another treat but i need to say it again
I think reporting would be improved if you were dropping (hard) Rank/Skill when you were forced to accept a non-reported loss
I know that it could be a mistake, but in my opinion you must take responcibility even for the mistakes.
Would be nice if the spirit was: I would rather report this game even if im not sure (i might have some rule on my side) than be cought cheating.
My feeling is that to many people do not live up to that as it is right now, but i hope im just not lucky, and i must admit that the games im refrering to have been rather buggy, but that does not change the fact that if you do not complete You are loosing Right ?
