DON’T QUIT GAMES: Players must make every reasonable effort to complete a game once it is begun. It is not considered acceptable to leave a game because you don't like your start, your prospects of winning, or because a better game becomes available. This can spoil the game experience for the others remaining in the game. It is also not acceptable to leave a game for personal non-emergency reasons. Players entering games should know they are able to dedicate several hours of play time, or they shouldn't start the game. If you voluntarily quit a game, whatever the reason, you must report a loss to every remaining player in the match. That's right, report to everyone, whether or not it is a team game. People who repeatedly quit games, even if they report, are subject to further penalties as well. What distinguishes the ladder from non-ladder games is the lack of quitters. Maintaining this reputation is important to us. Sometimes, however, the realities of the game and the Internet cause player’s computers to freeze, lag out, or crash thus involuntarily disconnecting them from a game. Because of the length of time and commitment involved in a typical CIV(Civ4) game, to be fair, and to promote good sportsmanship, we have a 1 drop/alibi policy. This means that each player (including the host) gets one penalty-free disconnect from the game. You have 10 minutes to rejoin the game without penalty. If someone leaves a game (for whatever reason), the remaining players have the right to either continue playing the game, scrap the game, concede the game, or allow a substitute. A substitute should be of comparable skill. In a team game, the two captains have to agree that a substitute is fair. In a non-team game, it requires a unanimous vote of all remaining players. If the players cannot agree to scrap, concede, or to allow a substitute, the game must continue to its conclusion without the missing player(s).
PLEASE read this and pay attention because some have become very lax on this rule. IF you voluntarily leave a teamer - EVEN if an acceptable sub is found- YOU OWE EVERYONE IN THE GAME A REPORT on both your team and the other team-- YES EVERY SINGLE PLAYER IN THE GAME.
People lately have been leaving teamers left and right and virtually none reporting. This behavior is unacceptable. Make sure if you join a game, you plan on finishing it-- and at the very least, if you MUST leave (ie the boss aka girlfriend says get off the computer) you REPORT to ALL!
Not reporting in these situations subject you to a non-report penalty.

So to get this clear, in a teamgame someone who leaves should report to everybody, including his own teammates.?
So what exactly are the rules for subbing? The one who subs does not have to report losses, but does recieve reports if he wins, right?
I read somewhere else that scrapping is only a last resort option, and can only be done if everybody, or nearly everbody, agrees. So which is it?

if you take the time to read the rules its actually stated quite clearly:
To end such a game prematurely, referred to as "scrapping" a game, the vote must be either unanimous or nearly unanimous (all but one player agrees). Two or three player games cannot be scrapped without unanimous consent. Before scrapping a game, players should make multiple efforts to fix the problem including re-hosting the game, using alternate saves, etc.
So basically: All but one has to agree if its larger than 3 player game, and everyone if its 3 or less players.

Yes they would have to report to everyone in the game, including their own team. This dosn't include if they leave after they are dead. This was done cause it is a pain for everyone left in the game to find a sub. Subs do not have to report, but do recieve reports for wins. Scraps are only the way that willburn said. In the case that you have quoted, they do have the right to scrap, but it would require the same vote. Hope that answers your questions. DTA

I like that fact that once a month we have to be reminded about the rules.. Just hold people accountable period. And those who break rules, should also be willing to accept the consequences.

Nonsense, not everyone knows the rules by heart. Also the rule is somewhat dumb as someone who doesn't want to report to everyone could just let himself die. And only report to half the people. Not that i've experinced that yet, but im sure its gonna happen.

Quite aside from being against the rules, if you do that often (suicide) you will quickly be last pick in any teamgame, if not banned outright. People who leave may take a bigger hit in standings, but at they'll still be respected by others who know them.

Think we should amend the rule, if you do not find a sub report to all, if you find a sub who joins the game you only have to report if your team losses

I can understand both sides of this debate. On one side, having a player join the game and then leave only part way through is not only annoying, but often has an unbalancing effect on the teams. On the other side, if you manage to find a fair and acceptable sub before you leave, it seems ridiculous to make you report losses to your own team, particularly if the game was a foregone conclusion when you left.
Honestly, I think - and you're going to hate me for saying this, Longhorn - the system that we have set up at the moment is ideal. Most people ignore the rule, and most people who have to leave do their best to find a sub before doing so. However, if someone becomes known as a chronic game-leaver, we have a framework in place to impose a penalty on them other than excluding them from our games.
Yes, it will always be the ladder admins' job to enforce the rules. But does it really feel right to make someone report to all when, once in a while, they need to leave, and find an acceptable sub who joins just moments after they drop? Does it feel right to make someone report if they lose their connection during the game? Maybe it does for those of you who care a little too much about your statistics, but I, for one, will not be issuing any nonreports on these people.
Of course, people who leave during a game should report if their team loses. It's unreasonable to ask subs to report.

Another reminder on quitting, I have seen too many players play shuffle then quit when they dont like the teams. IMHO if you agree to play shuffle quitting purely because you do not like the result of the shuffle is unacceptable. Don't play shuffle if you plan on doing this.
Connection issues aside, games started should only be scrapped if the following occurs:
1. Two players start too close on one another.
2. One member of your team is detached from the group while the other team starts together.
3. One player starts in an unplayable position or bad unit location (i.e units/workers cut off by mountains or on island other than starting city or almost all tundra/ice.

Heh i started a cton in just thundra and two fishes. Attleast I had a nutsloads of mountains to protect my border Anyways i finished the game as 4th and rank it as one of my best games ever. Sometimes a bad start can be a fun challange. (besides ive yet to see a scrap in a cton)

The sub rule is a complete and utter joke.
Too often people are subbing out and bringing in much better players in their place. The throws out the window picking teams based on ability and just simply stinks.
Within reason people should set aside a reasonable amount of time to complete a teamer and so not require a sub.
Hell, the people leaving should just report to enemy team and poeple try to get a fair sub...but this penalty free sub business is just stupid. Have to say the worst offenders I've found are MUD players...
Time for the mods/admins to get a grip on this imho.

P.P.S Civerdan, people have very different ideas of what is a "fair start".
