With imperial trait you can build 1 settler in that time (costs 53 hammers for a settler with imperial trait). If you start on hilly plains with stone or marble you can build a settler in 8 turns on quick game speed.
Still he must have been playing on settler difficulty to get that 2nd settler. (either that or was gifted another by an imperious ally).

Bronze working in a 3x3 where you start with mining would only take about 5-6 turns, so I don't see any problem there. He could have also popped bronze from a hut. The settler count is the real issue.

Looks like level switching and he got himself a freebie. Your most likely to get a free worker than a settler from a hut and with quick BW, he could have chopped the rest of a settler. Considering the closeness of the settler to York, planting the city could have hut popped the settler. So, I don't think its a hack but more like a bit of quick level switching before launch. The level tab is closest to the ready check box, perhaps they can move that over to right next to player name to make level switching more obvious.

Or remove the option to play with different difficulty levels on. I have yet to see a game where a weaker player is given the opportunity to play at a lower difficulty level.
