On a fast timer, if someone gets caught in a bind and isn't spiritual. If they need just 1 more unit to be able to survive an attack in a city before any reinforcements from another city can come up. You tell me when you ask them to micro their city to squeeze out those extra few hammers that they'll be able to do it. At least half the players probably don't know how and on a fast timer by the time you explain it they're dead.

I'm in favor of a simple system, I think; when someone new and unrecognized wants to join a teamer, just ask him something simple about the game basics, like what a golden age does, or how you get great people. That should root out the (30-40% of ladder, I'd guesstimate?) people who absolutely don't have a clue and won't learn either.

I normally don't mind having a newbie or 2 in a teamer. Usually you get one that knows they're new and is willing to listen to advice on stuff. It's the noobs that you have to tell things to 10 times and the entire team is screaming at them to do something and they are off doing their own thing. It's those guys that give every other noob a bad name.
It might be a good idea if certain ladder players volunteered to hold noob training sessions once a weak or something. You could post it on the front page so everyone knows. The games would have a slower timer and would not be for reports but at least people would learn something. I would be willing to do it on Saturdays. Killing noobs in 10-20 turns is really not that fun anyways. I'd rather have a good game with competaive players, so why not train them.
It would also be helpful if more people knew about TeamSpeak. It's 10 times easier to explain something on TS than it is on the in game messanger. The other players don't even need a mic so long as they can listen. Maybe a link for that on the ladder front page as well.
