PetrĂ³leos de Venezuela, S.A. (PDVSA) is the Venezuelan state-owned petroleum company. It has activities in exploration, production, refining and exporting oil, as well as exploration and production of natural gas. PDVSA dominates the oil industry of Venezuela, the world's fifth largest oil exporter.
PDVSA purchased 50% of the United States gasoline brand Citgo from Southland Corporation in 1986 and the remainder in 1990.

If I am not mistaken, Venezuela treats their oil quite differently than in the United States. In America, the oil belongs to whoever pumps it out of the ground. In Venezuela, the oil is owned by the people, and some of the profits from the sales of petrolium products go back to the people. Perhaps instead of boycotting Citgo, we nationalize our oil industry so the oil industry doesn't steal our resources to line their own pockets.

i think something like this is done in alaska working out to a little over a grand a year to each resident in the state

I'd love to see americans boycott petrol coming from their enemies - go ahead boycott Arabia, Persia, Venezuela. It will be good for the environment and may encourage you guys to drive smaller cars.
