Sometimes when I'm playing CTONS with anc start maybe 130 turns, towards the end, someone may found liberalism. what is the deal with it. is it a type of strategy to rush it because i dont understand how people can get that far on the tech tree by the end of the game. is this a smart thing to do or does it depend on the civ...

I suppose it depends on your land and your civ. I'd say that you'd probably need either a financial or a philo Leader. At least that's the way I've done it... but reaching liberalism first isn't a requirement to win a cton-style game. It's more effective to spam cities and artists, even more so on smaller maps. Liberalism is more of a "wow look at me" thing.... I don't know how many times I've dominated tech only to lose to the guy that kills his neighbor then spams cities in their land and bombs the hell out of his civ.

It gives a free tech to whoever discovers it first. I would not base my whole game plan around that strategy. But could race to it if your opponent is behind you on that leg of tech tree. Like last night on a teamer, we where ahead with paper by 4-5 turn, so we went to Education, then Lib. = free tech.
