I am playing the computer and had 2 sources of horses pastured in 2 seperate cities. One gets lost due to city that got razed when computer captured it. Then I had no supply of horses and had to raze my own land in my capital and re-pasture to have access.
Not sure if there is some reason for this or a bug.
Anyone seen this?

You sure you didn't trade one of you horses to another AI? Rather than breaking a trade agreement when you lost a horse, the game made you lose yours.
That's my theory anyway....

I had the same issue with an ivory in a single player. I had the elephant right there next to my capital. yet i couldnt build elephants. I even went down the list and checked trades and no wasnt trading to anyone.

Hazel must have had a trade agreement with an AI for a horse. And Haupmen probably didn't have conscruction yet.

Very good phan!
I reloaded the save i made and sure enough I had traded horses. Thanks and sorry for being stupid. :-)
That explained why the 2nd ai attacked me after I razed the pasture, heh.
