hmmmmmm, I read all the information on the link and I didn't play civ 3 so Could someone possibly elaborate more on what the actual structure of the game will be and the role that each of the people signed up will play?

It's a long PBEM. It's pretty much set up as a democracy game. The roles of what the players are doing is determined by popular consensus.
The teams are formed from various groups of players affiliated with specific gaming groups or who have something in common. For instance we have interest from a group of players from Russia who may participate. The current C3C game has a team of Brazilian players and a team of French players.
This game may or not get off. It depends on a lot of factors not the least of which is who will administer it. I'll talk about what was done in the C3C ISDG as I expect something similar. Btw, the C3C is still ongoing and is in the second and final round.
Each team is free to organize themselves however they please. The team representing the C3C ladder is led by a democratically elected President. That player also plays each turn and sends the sav file to the next team in the progression.
The President is assisted by various team members serving in niche roles. Again, there are no roles cast in stone and I am just offering how the Ladder team has chosen to organize.
The President is assisted by a Vice President who can play the turn in the absence of the President.
We have Ministers who offer recommendations for the general strategy and the specific moves for each turn:
The Minister of Interior recommends how the citizen labor is allocated in each city. Also he recommends the worker moves. city builds, and assignment of resources for technology advances, research, etc.
The Minister of War provides recommendations for the production and an army for offensive or defensive purposes. He also recommends the movements of military units for each turn.
The Minister of Intelligence provides insight into the "State of the Nation" and how the nation compares with the opposition regarding the strengths and weakness of the team in various catagories.
The Minister of Foreign Relations is the primary representative for dealings with other teams and recommendations for treaties, alliances, trades, and moves as they affect other teams. He may be assisted by Diplomats to specific other teams. Alliances are very important in this game.
All of this is done in a framework of interpersonal dynamics and teamwork. It does progress slowly; but there is a great deal of idea sharing and strategic planning that occurs between each turn play.
If you have the patience and enjoy the finer aspects of strategy and teamwork it can be very much fun and actually intriguing.

is this a 1v1 type of game, our 25 vs someone elses 25 or is there like 10 teams of 25 and who is in each group? Is it like this ladder vs like the french ladder and such?

Im in. I would like to be a part of the war party or the interior party Democracy games we all control one civilization together. We decide its moves etc. This is a very good way to learn how other think etc.. Also it sounds quite fun

Currently under discussion as to if it'll be one big game or semis, the c3c game was two five team semis & six going through to the final. The big SP sites (Apolyton, CivFanatics etc) all put teams in.

11 teams have expressed interest. I expect it will be done the same was as the C3C game. That is, split the teams into 2 groups and play semifinals.
Right now there are two obstacles to getting it going. One is waiting for the next patch. In PBEM you can't change versions in the middle of the game. The more serious obstacle is that we don't have an admin team yet for the game. The admin for the C3C game has announced that he will not run the new one due to time constraints.

Yes and a Demo Game Admin needs to be a neutral party that has no close ties to any of the teams, not an easy thing to find.

hmmmmmmmmmmmmmmmmmmmmm, what is the admins job? Primarily it's dispute resolution. The admin's will help the teams develope a very detail ruleset. During the game investigations will occur to see if a team has violated the rules. The admin's "rule" on any disputes. The admin's also keep all of the save files from each turn in order to be able to open the game at any point for any team. They have the game password for each team. They will also monitor the teams' forum if they think that might be necessary as part of an investigation. Someone will also have to develop the starting map. This is done for fairness and balance. This may or may not be an admin.

Their are 10 gamesite teams who say they want to play. We still don't have a game Admin; but the Admin from the C3C game says that he is actively recruiting and he expects to find an Admin team.

I would also like to participate and play. The opportunities to learn in this type of settings are endless. The discussions, the different styles blending together, the time allocated to make your move allowing all factors to be considered, makes it much like a "real" championships of sort. Sign me up for team C4P. PS-if you need an admin for the game I could step aside and simply monitor all saves and solve disputes best I can. I would have no qualms ruling against my fellow ladderites should I feel they are wrong

I can't speak for anyone else, but imho, you would not be an acceptable administrator for this game avo. It really needs to be someone unaffiliated with any of the participating groups.

That is fine as well. How have they managed to find admins before for other intersite PBEM's are they members of the sites or simply civers without a home?

If such a person can be found, I agree with Levi. It might be a bit hard to find someone who matches all those criteria of competence AND is unaffiliated, though.

And what is your definition of "affiliated", I post at CFC, Apolyton and Civ3DuelZone(as well as here), am I affilated with them? I think we'd have to use some common sense here, there is no Civer we will find as an admin that is not affiliated with some Civ Fan sight.

Perhaps invite 1 player from here, 1 player from Apo and 1 player from civfanatics?
This triumvate could rule and decisions of 3 out of 3 suffise insure a majority with a odd number of admins?
Anymore then 3 woudl become a pain in the butt in matters of quick rulings, communications etc.
