1. I am not organizer of the league, so pardon me if I am unclear, but I would suggest a change to the ranking system that would help enhance the ladder. When you go report a loss, you have to do it one at a time. If there is a way to file more than one at a time, there may be a computerized way to figure out the finishing order of each game. (i.e. 3rd place man reports 1st and 2nd, 2nd would report 1st place man).
2. Perhaps not just adding a win, but adding points into the mix (and points as the ultimate stat sort) would help with the situation. In this three person match, 3rd place would get 5 points, 2nd 10 points and 1st 15 points, with a victory to his credit (and perhaps entered into an "all-star" event or something). This would make it easier to punish non-reporters. 3. All participants earn points, but those who do not would serve a points penalty (say 100 points) and a points penalty would be harder to recover from.
4. Also, a points system would help with seeding (like in tournaments) with higher ranks getting appropriate spots. You could enter clan points into this, having a #1 clan (points for each member in top 5 or 10 or something).
5. Perhaps this would encourage players to play more often to gain more points, and perhaps increase the competition of the game. You could also eventually break it down into types of game, like who earned more points in a teamer game, or in a cton or something, and you could rank people based on that.
6. A big advantage, is this would remove the necessity for a automatic drop, as players will automatically increase points as they play, so not even #1 is safe (he must beware of #2). So for those on vacation, or not playing a while, you can deduct points, and add points in case of an error.
7. Points could be broken down to weekly as well, as the player with the most points as of, say midnight on Sunday morning is the week's points champion.
8. Open door for rookie of the year, where those in there first year work there way up and compete with others in the same boat.
9. You have a yearly champion, perhaps reset points at end of year. For example, if MrGameTheory is leading the points at the end of the mark, he would become the 2007 Civ Players Individual Champion.
10. Exhibition (non-scored) games could count into the mix, rewarding players who follow rules, or win a certain # of games.
11. Levels playing field-New players don't gain humongous advantage just for beating a high ranked player, each player is treated the same.
One potential flaw is that this would encourage players to run bigger games, which cause lag. So perhaps a cutoff point or have a consistantly high number for winner and work your way down (1st place always 30 points, then the point spread grows or shrinks based on # players)
Another one is with teamers, perhaps a team wins a 4v4, the winning team gets credit for 1,2,3 and 4th place points and the other for fill the other spots, based on final score (that way players don't just win off of someone else's hard work and get same credit for it).
Another drawback is this could require a change in the way games are reported, but they should go faster.
I feel that this could help make the ladder more black and white-you know what you have to do to get the next position, and those who've played longer have an advantage that they should (played well). And for suspensions, the penalties are that much more stiff (imagine 7 days worth of 0 points and perhaps a points penalty-or perhaps a "points purge" (you start over))
The biggest advantage is that with the ability to divide based on memberships (Platinum, diamond or gold) you could reward paying members for being the top of the class or such.
Even if points does not become the primary system, it could help level out the competition by having a black and white points system, where you know about where you'll fall. And perhaps bonus points for beating top 10 players or something. Just an idea.
