The problem here is that there is two parts to the ladder rules, the Cases Generic Rules, and the League Specific Rules. At the start of the LSR's it states that if there is a conflict between the two that the LSR take precendence. Your first quote is from the LSR's but your 2nd quote is from the CGR, if you read rule #1 of the LSR it states:
"REPORT ALL LOSSES: In a multiplayer game involving more than 2 players, losers must report to each and every person who is victorious over them. If you are eliminated (killed), you must report to every remaining player in game, regardless of their score. If you survive to the end of the game, you must report to every remaining player who outscored you (as based on the final player score as indicated in the player list). Players that achieve a Victory Condition, as evidenced by the game displaying the victory message, have earned first place in the match despite whatever score they might have. The game is also finished whenever a victory condition is met, regardless of how many turn remain and no score after the victory condition is attained counts. For team play reporting, see rule 24.4. "
So clearly this rule takes precendence over the CGR that you quoted and therefore you must report to any player that survives and outscores you.

you make a valid point dusty.
BUT, in a cton i dont think it makes such a huge difference when players give tit bits of information like that.
that is my opinion anyway.
obviously i dont like to give away crucial info, but i do like to chat while i'm playing. it makes the experience far more enjoyable. and when someone says something that couldnt possibly give an advantage anyone and someone else blurts: "ssssh this is cton". i think they r being a bit of a wet flannel (so to speak)

My beef with cton style in civ3 was it killed multi chat. Which, was a big reason for playing online, else play the AI for a silent game.
Not a fan overall of this style of play., FFA or teams much better.

Just joined and started playing Ladder games this week, so I believe my 2 cents is probably worth about a 16th of a penny, but ...
Sending messages like "Hey, look at that ... Musketeers already!" to the rest of the teams can seriously impact someone's game. Particularly if they've been taking it on the chin for sometime whilst climbing the tech ladder for some level of superiority.
That said, sending a private message to the Civ with the Muskateers would resolve churchill1 and zurzas "death of multi-chat" concerns. But, I believe that violates Rule 29 section 3, "Though shalt not chat with one, but all." Or, something along those lines.
How one has time to type any messages when the game is blazing along at 33 sec/turn, I'm not sure. My bro-in-law called me during a game last night, and I answered the phone and told him to never call me again while I'm in the middle of a MP game in about 4 seconds. That reminds me ... I've got to call him back.
That's the end of my 16th of a penny. Thanks for the great site, the great ladder and for offically ending my status here as a "lurker".

stat guy makes a good point. giving that kind of info away is not a good idea. but, why not talk to the person involved about it: it hurts no-one. he is right, i think there is some "thou shalt not", and the bureaucrats like to follow it to the letter.
so you say to someone, in private chat. i can't belive u got that city, what were the odds for that combat. and they say (to all): don't talk privately please. the odds of me taking the city were 30%. and immediately everyone knowur a city down.
this is a really crap example but this does happen.
private chatting about things that don't effect the outcome of the game make life very enjoyable, it is a really good way to improve each other's game as well. so it spoils it that some ppl won't allow it for no apparent reason.
